About Rao Penna LAKSHMIKANTH
Lakshmi is a Consultant and heads the India Desk.
He has a Master’s degree in law from the Stanford Law School and Osmania University. He is an Advocate and Solicitor of the Supreme Court of Singapore and an Advocate of the High Court of Andhra Pradesh, India. He is a member of the Income Tax Board of Review and an adjudicator of the Financial Industry Disputes Resolution Centre Ltd.
Lakshmi has been with Lee & Lee since 2003. As an Associate Professor at the National University of Singapore Faculty of Law between 1984 and 2005, he devised and taught many new courses including Indian Business Law and Foreign Investment Law of India. He was a visiting faculty member at the Civil Service Institute and Police Academy. Before joining NUS ,he was a Professor of Law at Osmania University, Hyderabad, India.
Lakshmi is a Fellow of the Singapore Institute of Arbitrators and an arbitrator of the Singapore International Arbitration Centre. His experience includes the following:
- Acting on behalf of a concessionaire in an International Chamber of Commerce arbitration relating to the annulment and forfeiture of a BOT international infrastructure project.
- Being a co-counsel for a Japanese MNC in an ICC arbitration at Bangkok in relation to the largest public sector undertaking of the Government of India.
- Being involved in an international arbitration between Asian and European major breweries.
- Briefing the Government of the Islamic Republic of Iran in a claim before the US-Iran Arbitral Tribunal at the Hague, the Netherlands.
- Advising a Japanese MNC operating from Jakarta, Indonesia, on recovering damages for breach of an international sale of goods agreement.
- Contributing in the preparation of a legal diligence study on the development of Sentosa Integrated Resort.
- Advising a Japanese MNC in developing marketing agreements in India.
- Representing a Japanese MNC in a matter relating to the “Rules Of Origin” under the India-Singapore Comprehensive Economic Cooperation Agreement (CECA).
- Advising a Japanese MNC on its tax liability in India in its operations in India through Dependant Agent Permanent Establishments.
- Briefing a regulatory authority on Islamic banking.
- Completing a legal diligence for an American manufacturer with worldwide distribution on the marketing of dietary supplements in India.
- Obtaining for a Government corporation operating as a Foreign Institutional Investor in India the deletion of a mandatory clause 2(8) of the Clearing Member – Constituent Agreement with the approval of the Securities and Exchange Board of India.
Lakshmi's publications include 12 chapters in books, 15 articles in journals, 3 monographs, 7 technical reports, 5 dissertations and over 30 conference papers.
